The objectives of the Council can be summarized in:
Providing a platform for cognitive dialogue between experts, specialists and stakeholders involved in the government sector with a view to highlighting issues of priority and importance on government and community levels.
Documenting and disseminating dialogue in a balanced, comprehensive and practical manner to enrich cognitive content within government.Encouraging individual and organizational communication and relationships, and strengthening the cognitive network within government to enhance effective organizational cooperation.
Presenting insights and recommendations that will have an effective impact on joint action and the development of government performance.

Building an Inclusive UAE Society
Mohammed Bin Rashid School of Government (MBRSG), a research and teaching institution specializing in public policy in the Arab World, organized the sixth Policy Council session on 'Building an Inclusive Society: Supporting Youth Employment and Development in the Innovation Economy'. Convening government partners, educators and industry leaders, the session explored ways in which Emirati youth can increasingly contribute to the diversifying economy through education and participation.
Data Sharing: Implications And Challenges
Mohammed bin Rashid School of Government (MBRSG), a research and teaching institution specializing in public policy in the Arab world, organized the fifth session of the Policy Council series convening industry experts from government entities, academia and the media to address the ethical and social implications and challenges of data sharing in the region and discuss policy and strategy options to safeguard against related risks.
Themed “Data Sharing: Implications and Challenges”, the fifth Policy Council session examined the importance of establishing an ethical and moral foundation for data sharing. The panelists outlined policy responses needed to limit and counteract risks of new data sharing technologies.
Fertility Rates among Emiratis in Dubai Challenges, Policies and the way forward
The Dubai Plan 2021 paid special attention to the health and cohesion of its society through enhancing the ability of Dubai to support families and communities that provide nurturing environments for personal development, including the raising of children inculcated with core values of personal responsibility, creativity and tolerance; as well as ensuring balanced development among Emirati men and women who perform vital roles in various sectors, including social and economic. “Emirati men and women [who] play an important role in the development of Dubai and fill critical roles across various sectors including social, economic, and urban”. Among the plan’s KPIs are: participation rate of Emiratis in the labor market; percentage of individuals who feel proud of the Emirati culture, traditions and national identity and fertility rate among Emirati women. This policy council took the fertility rate KPI as its point of departure.
Research in UAE - Present Challenges and Future Opportunities
Driving the UAE’s move towards a knowledge economy is a strong university infrastructure as well as independent and government research institutions and foundations which support research and innovation and underscore their importance in becoming a strong contender in the global knowledge market.
UAE Leadership School
There are many schools of thought and models of leadership as this field remains controversial in terms of concept and models. There is, however, a consensus on the importance of leadership and the pivotal role it plays in the development of organizations, nations and peoples. Consequently, the race to build leaders and promote the leadership thought has no boundaries. This is particularly true in light of the intensified global competition and rapid technological developments in a world that “recognizes neither the weak nor the second place”, to quote the words of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai.
